It is very simple just get a domain name and parked (put,use) your domain at google adsense for domain without hosting and putting any content into it. After the approval google gonna show ads related to your domain name and you gonna earn when the visitors click on the ads in your site.
Keep in mind if your site have any content then your site gonna be used as adsense for content. If your site has no content then this will gonna used as adsense for domain and help visitors to find targeted information related to your domain name.
